Permitted Development: From our experience very few double storey extensions can be created under Permitted Development Rights. This is because of the restrictions relating to boundaries meaning only detached houses with ample land either side can normally apply.
Householder Planning Permission: The vast majority of two storey extensions require this type of planning application through the Planning Portal and your local Council. The Council can assess the application in full and make a decision, based on issues such as blocking daylight, bulky or too dominant sizes. Most Councils also require the first floor wall to be set back slightly.
